About HEAR
The Home Electrification and Appliance Rebates (HEAR) Program is a grant-funded initiative supported by the Washington State Department of Commerce. It helps Puyallup Tribal homeowners in Washington upgrade to energy-efficient electric appliances such as heat pumps, induction ranges, and heat pump water heaters. Eligible households can receive up to $14,000 for appliances, installation, and required MEP (Mechanical, Electrical, and Plumbing) work. The program aims to lower energy costs, improve indoor air quality, and support a cleaner, more sustainable future. Applicants must be enrolled Tribal members, own their home, and meet income eligibility requirements.
To qualify for the HEAR Program, applicants must:
- Live in Washington State
- Be an enrolled member of the Puyallup Tribe of Indians
- Own their home (renters are not eligible)
- Have a household income at or below 150% of the Area Median Income (AMI)
Applicants can be eligible for up to $14,000

Who is eligible to apply?

What types of upgrades are eligible for rebates?
Rebates are available for ENERGY STAR-certified electric appliances and necessary installations, including:
• Electric heat pumps (for heating and cooling)
• Heat pump water heaters
• Induction cooktops or ranges
• Electric heat pump clothes dryers
• Electrical panel upgrades
• Required electrical wiring
• MEP (Mechanical, Electrical, and Plumbing) work needed for installation-
What is MEP work and is it covered?
Yes, MEP (Mechanical, Electrical, and Plumbing) work is eligible if required to install qualifying equipment. Examples include:
Mechanical:
• Installing or modifying ductwork for heat pumps
• Adding exhaust or ventilation systems
• Installing condensate drains or mounting outdoor units
Electrical:
• Upgrading your electrical panel (e.g., from 100A to 200A)
• Installing new wiring, breakers, or outlets
• Adding circuits or disconnects to meet code
Plumbing:
• Connecting or relocating water lines for heat pump water heaters
• Installing shut-off valves or drain pans
• Adjusting plumbing for appliance fit-
How much funding is available?
You may be eligible for up to $14,000 per household.

Can I install the equipment myself?
No. All equipment must be installed by a qualified and approved contractor, to include retailers that provide installation (i.e. Lowes), to ensure compliance with safety codes and permitting requirements. DIY installation is not allowed.
If purchasing the appliance directly from a retailer the Tribal Member must verify that the appliance meets the energy efficiency requirements established by the HEAR program and include documentation with their application (i.e. product specifications show the item is compliant so a highlighted copy is attached).-
Can renters apply?
No. The HEAR Program is only available to homeowners. Renters are not eligible.

What is the application process for new installations?
1. Submit an in-person application (to the 3rd floor of the admin building in suite 350) or fill out the online application with proof of income and homeownership.
2. Get a quote from a contractor and submit it for review
3. The Tribe will confirm the portion of costs covered
4. The contractor completes the installation
5. The Tribe pays the contractor directly
If work was completed between 5/1/2025 to 6/1/2025 please see #9 for how reimbursements are made.-
What documents are required?
- Tribal ID
- Proof of income (e.g., tax return, pay stubs, or benefits letter)
- Proof of homeownership (e.g., mortgage statement or property deed)
- A contractor’s quote for the work

How are payments made?
The Tribe will pay the contractor directly after installation is complete and all documentation is received.
Note: If total costs exceed the rebate amount, you are responsible for the remaining balance.For work completed between 5/1/2025 and 6/1/2025 please include documentation of the installation of an approved product, as well as documentation of payment to the contractor, in order to be reimbursed for qualified projects. Reimbursements for complete and approved applications will be made directly to the Tribal Member.
